Studying digital citizenship development: challenges when both the child and the environment are rapidly changing

Dr Nancy Law is a professor in the Division of Information Technology in Education, Faculty of Education at the University of Hong Kong. She served as the Founding Director for the Centre for Information Technology in Education (CITE) for 15 years from 1998. She also led the Science of Learning Strategic Research Theme at the University of Hong Kong. She is a Fellow of the International Society of the Learning Sciences. She is currently spearheading large projects to implement and refine multilevel network models of innovation as sociotechnical co-evolution. She is also leading a longitudinal interdisciplinary project on learning and assessment for digital literacy in Hong Kong.

Abstract: In this talk, I will present an overview of a five-year, interdisciplinary and inter-institutional project, Learning and Assessment for Digital Citizenship, that I led since November 2016. The study is designed as a longitudinal cohort study covering an age range from 8 to 21 years old. The study has quantitative and qualitative components. In this presentation, I will start with the "official" account of the project progress, followed by some reflections on the challenges of studying a construct for which the meaning and ramifications are still emerging, and the contextual factors (social, political and technological) are rapidly changing/polarizing. Questions will also be raised as to whether and how international collaborations on this theme may contribute to the study of digital citizenship development.
