Development of the New Curricula – Processes, Conditions, and Content

In this sub-project, we examine the processes of the development of a new curriculum, the final curriculum itself, and key support resources offered to local curriculum work.

We ask the following three main questions:

  • What characterizes the process leading up to the new curriculum?
  • Is the new curriculum in line with the political intentions?
  • What characterizes the resources developed on behalf of the Directorate of Education and Training to support local curriculum work and planning of teaching?

Methods

To answer the questions, we analyze various background documents, such as the white paper Report to the Storting 28, "Subjects - Specialization - Understanding - a renewal of the promise of knowledge" and other policy and governing texts produced in the processes, and finally, the curriculum document itself.

We also conduct interviews with key actors, who are individuals and organizations who were invited at various times in the development of the curriculum, and key informants in the Directorate of Education and the Ministry of Education and Research.

Goal

The results from this part of the project will contribute to an assessment of whether the curriculum and key support resources correspond to the intentions of the curriculum renewal. Moreover, it will contribute to our understanding of what characterizes the decision-making process up to the implementation of the curricula.
