About the project

This PhD project investigates curriculum as governing in national policies, curricula and thru interviews. It is likely to assume that there are similarities and differences in the way the two countries use curricula as an instrument of governing. The main research question will be investigated thru three articles with the following research questions: Article one:  How is the curriculum as a governing instrument in compulsory school in Norway and Finland? Article two:  What is the impact of the introduction of a qualifications framework on the national curriculum in Norway and Finland? Article three: What it the rationale behind the curriculum as a governing tool in Norway and Finland?
